Those who don't care, or have no opinion should not. Voting randomly when you have no opinion, serves no useful purpose except to encourage superficial advertising, of the type likely to influence voters who haven't looked carefully at the issues. When I vote, I generally skip over contests I don't know the issues and participants, for example, in races for Natural Resource District.
