I saw the targeting rule in action during one of the games yesterday.  Under the rule, if a ref throws a flag for targeting, the player is immediately ejected, then the play is reviewed to see if there actually was contact above the shoulders.  If so, the team is penalized 15 yds. and the player is gone for the rest of the game and maybe part of the next, depending on whether the foul occurred in the first or second half.  If there was no contact above the shoulders, the player gets to come back in, but the team is still penalized 15 yds.  In the game I saw, they determined there was no contact above the shoulders, so the player -- who was required to go to the sidelines during the review -- came back in.  This is like assuming someone guilty unless proven innocent.  They should do what is done in b-ball, where the refs check the replay on a flagrant foul to determine whether it's a 1 or a 2 before they eject a player.  In football, they should stop play to determine whether targeting occurred at all.  If there was targeting, the team is penalized and the player is ejected.  If not, there's no penalty, the player stays in and the game continues.  They could also allow replays to check for targeting on some roughness penalties, like hitting a defenseless receiver or roughing the passer.
