Dodd brings up the issue of whether there will be enough bowl-eligible teams to fill all the slots this season.  Not only are there more bowls, the increase in the number of 1A schools could be more than offset by the number of teams hit with sanctions for APR issues.  Dings for UNLV and Idaho don't cause a problem but at least three more schools will be hit in the next month or so.

I like that, if they have to dip down and let a 5-7 team play, the deciding factor on which one will be chosen is who has the highest APR. That actually provides a reward for doing better than the bare minimum.

Down side to this is schools will pay a bonus to a coach for having a losing record.

I'd rather think of it as a bonus for having a great graduation rate. Without looking it up, I'd guess there will be 10-15 schools with a 5-7 record, and I wouldn't expect for than one, maybe two, to get a bowl bid, so it will take a very good APR to win that tiebreaker.

If these are amateurs, education is the real goal, and football is the means.

Yeh, but we got a trophy (went to a bowl game).  This is almost as absurd as the discussion of making the hole in golf as big as a pizza.
