The state's new budget passed last month includes two billion dollars over the next two years for the EdChoice program expanding options for families regardless of their income. "What ended up happening is there are a lot of middle-class families that their local school districts weren't working well for them. Not every single school can meet the needs of every single child, and so there's a lot of demand among those families that weren't really poor in the traditional sense, but really their kids were struggling," Frank said. It's a fancy way of expanding the "voucher" system, to funnel money into the privates and charter schools. Here in Houston, the state is outright dismantling public schools in order to support charters.
