It is designed to get them an at-large bid when they have 2-3 deserving teams. It wasn't successful last year if I recall. This is their second year. The hope was to create opportunities for Q1 and Q2 wins for good teams in the conference. In theory, it's a solid idea. I'll say this, I think it's a better idea than moving the day of games for TV.
