The joke of the bowl season has been the wildly inconsistent application of the celebration rule.  Adrian Hilburn of Kansas State saluted the crowd after scoring a TD in the Pinstripe.  He was flagged; his team was penalized 15 yards and had to try a potential game-tying 2pt conversion from the 18.  They missed and lost.  But in the Cap One, Ahmad Black of Florida intercepted a Penn State pass late in the game and started pointing to the crowd at about the ten yard line.  No flag and he got a TD.  Should've been flagged and the TD disallowed (this wouldn't have mattered because the Gators could've run out the clock).  Then in the Rose, TCU QB Andy Dalton was shown giving what looked like a double cutthroat to the Wis bench after his 1stQ TD pass.  Should've been flagged, which would've made the point a not-so-automatic 34 yarder.  But, there was no flag; TCU made the extra point and Wis eventually was forced to try a game-tying 2 pointer instead needing only a kick to tie. 

The NCAA rules committee has to provide clearer guidance on what constitutes excessive celebration.  Leaving it up to the refs isn't working.

I remember Peden Stadium wanting to kill the refs after flagging Scott Mayle for pointing to the stands during a kickoff return touchdown. Why is this a penalty again?

The same official who threw the flag on Mayle for celebration is the same one who nailed the guy from Kansas State.

There's a surprise...Regardless of how you interpret celebration, when the flag comes along with a quote like "wrong choice buddy", it's pretty clear he has an agenda.  Absolute atrocity...

The K-State player was being pushed out of bounds running out of the endzone doing it too. It was hardly a victory dance salute.
