According to the "Sport's Ticker" in today's The Record a number of college football coaches want the NCAA to
adopt a rule change to permit scrimages against other schools during spring practice.
Its supposed to be one of  the items on the agenda at the American Football Coaches Assoc. board meeting
in May.

I'm in favor of one preseason fall game in college football, because I want better Week 1 match-ups. AQ schools use openers as a de facto scrimmage. That's not compelling to me.

Once upon a time teams had 150 scholarship players, and walkons as well. Making two full teams for a Spring game was not a problem. Neither was having a totally separate Freshman team during the season. Things have changed a lot, though. With only 85 schorlarship players, about 20 of whom were Seniors, teams will have only 65 or so scholarship players for Spring practice, and perhaps another 20 walkons. It isn't always possible to have enough players to form two complete teams anymore. That happened at Ohio a few times, when there were less than ten healthy offensive linemen. Thus the "Spring game" ends up being just another scrimmage, of some form or another.

I have no problem with having a "Spring scrimmage" rather than a "Spring game", but apparently some want to see an actual game, and that's why this proposal exists. Of course, at some schools there are 75,000 people there to see the Spring game. I"m guessing the reason for this proposal is money...
