I agree, I would suspend him and get him some counselling. Nobody despises to lose more than I do. The thing is, I don't believe his first offense was alcohol related, so I'm not sure it applies. This sounds right, although I've only been in trouble for urinating in a girls bathroom that had urinals on the wall. The doors were wide open and there was no signage indicating which gender the bathroom was for.
